MANILA, Philippines — The Anti-Crime and Terrorism Community Involvement and Support Inc. (ACT-CIS) is on track to secure the maximum three seats reserved for a winning party-list group at the House of Representatives in 2025, according to a survey on the midterm polls.
The latest 2025 Party-List Preferential Survey by Tangere conducted from Dec. 13 to 15, 2024 also revealed that voters prioritized party-list advocacies in their decision-making.
The top issues influencing choices include reducing the prices of goods and commodities, cited by 75 percent of respondents, combating government graft and corruption at 73 percent, job creation and improving public hospital services and facilities at 72 percent each, and increasing the minimum wage at 70 percent.
Party-list groups representing specific regional demographics, likewise, continue to draw strong support in their respective regions.
In addition, 83 percent of respondents highlighted the significance of the nominees themselves in shaping their voting preferences.
Television and Facebook emerged as the dominant sources of information about party-list representatives, cited by 75 percent of voters.
Based on the results of the Tangere survey, ACT-CIS achieved a 15 percent voter preference, marking a 1 percent increase from last month’s results. This growth is primarily driven by strong backing from lower- and middle-income voters in Luzon.
Trailing behind are five party-list groups projected to secure two seats each. These are 4PS Party-List (Pagtibayin at Palaguin ang Pangkabuhayang Pilipino) with a voter preference of 5.5 percent, Duterte Youth Party-List at 4 percent, Bayanihan Party-List (Malasakit at Bayanihan Foundation Inc.) at 3.5 percent, Ako Bicol Party-List (Ako Bicol Political Party) at 3.4 one percent, and GABRIELA Party-List (Gabriela Women’s Party) at 3.25 percent.
Additionally, 38 other party-list groups are projected to win one seat each. Among these are notable incumbents such as Tingog Party-List (Tingog Sinirangan) and 1-Rider Party-List (Ang Buklod ng mga Motorista ng Pilipinas) with 2.67 percent voter preference, the Senior Citizens Party-List and ACT Teachers Party-List with 2 percent, AGRI Party-List (Agri-Agra na Reporma sa Magsasaka ng Pilipinas) at 1.68 percent, and Ako Bisaya Party-List and Agimat Party-List (Agimat ng Masa) at 2.52 percent.
The Solid North Party-List, which garnered 1.28 percent support from voters in the Ilocos Region, FPJ Panday Bayanihan Party-List (FPJPB) with 1.22 percent preference from Ilocos and Central Luzon and 1Munti Party-List with 1 percent preference from voters in Metro Manila are among the newbies that have a fighting chance to win House seats.
The survey utilized a mobile-based respondent application and sampled 2,400 participants nationwide. The respondents were proportionally distributed, with 12 percent from the National Capital Region, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from the Visayas and 23 percent from Mindanao. Employing a stratified random sampling method with a margin of error of plus or minus 1.96 percent at a 95 percent confidence level, the survey ensures accurate representation of voter sentiment.
